The recent recommendations open new tabs ahead of the expected September 24 meeting in Washington, between Trump and Xi Jinping
An AI system that interferes with a nuclear command network or launches a military cyber operation, could leave Washington or Beijing with minutes of confusing commands. The Security experts, part of a U.S.-China dialogue, whose work helps inform official discussions, are urging both governments to prepare for such scenarios amidst rising concerns about increasingly powerful and more autonomous systems.
The recent recommendations open new tabs ahead of planned government-level AI talks, and an expected September 24 meeting in Washington, between U.S. President Donald Trump, and Chinese President Xi Jinping. Authors Melanie Sisson, a senior fellow at the Brookings Institution think tank, and Tianjiao Jiang, an associate professor at Fudan University, participated in the U.S.-China AI and national security dialogue convened since 2019 by Brookings and Tsinghua University's Centre for International Security and Strategy.
Their proposals show how the U.S.-China AI rivalry is moving beyond competition over chips and advanced models into questions long associated with arms control: how to prevent accidents from being mistaken for attacks, and set communication protocols for nuclear-armed rivals, when technology behaves unexpectedly.
